Pre-Application

The Pre-Application process, as described in Kentucky's approved Initial Proposal, is mandatory and will serve as a pre-qualification process for prospective subgrantees. The Pre-Application Process will begin on August 14, 2024 and end on September 13, 2024 at 6PM (Eastern).

The Pre-Application Guide describes the information that will be required for all prospective subgrantees. The Office will accept questions and comments about the pre-application process and requirements. Comments and questions may be submitted to broadband@ky.gov, and responses of general interest will be posted here. 

Registration is currently open for the Kentucky Broadband Grants Management Portal.

The tentative date for the beginning of the Kentucky Pre-Application process is August 14, 2024.
Kentucky's challenge process is still ongoing. The preliminary eligible location list will be available at the conclusion of the challenge process. The challenge data is subject to NTIA approval.
No tentative date has been set; challenge process must be completed and data approved by NTIA prior to opening the application process. Conducting this pre-application process will expedite the subgrantee selection process by pre-qualifying applicants.
Yes, an entity may submit multiple project applications, however only one pre-application per entity should be submitted.
Yes, all entities wishing to participate in Kentucky's competitive BEAD selection process must submit a complete pre-application.
No, entities must list all counties in which an application may be filed. Entities are not required to submit a full application for all counties listed.
Only the lead organization of a consortium must file a pre-application, which will collect information for all consortium members. If a consortium member intends to apply for BEAD funds separately from the consortium, it must file a pre-application.
Users may save progress on information entered by clicking the "Save this Section and Continue" button at the end of each section. Each section's progress is saved independently, and applications may be edited until the completed application is submitted.
The character limit for most text fields is 5,000 characters. Page limits for most narrative attachments are 3 pages.
Yes, all applicants and consortium members must be registered to do business in Kentucky.
Yes. Only the first round of applications will be limited to counties identified by the applicant in the pre-application.
For entities that do not regularly conduct independent financial audits, the Office will accept unaudited financial statements. These applicants must certify that an audit will be conducted if funds are awarded.
